Salient Findings

CENSUS OF GOVERNMENT EMPLOYEES 2006-07

The Census reveals that there are 47 State Government Departments, 36Central Government Offices/30 Autonomous Bodies and 5 Municipalities and 10 Commune Panchayats in this Union Territory.

The list of State/Central Government/Local/ Autonomous Bodies employees is given in Annexure I to IV with Gazetted and Non-Gazetted and Regular and Non-Regular categories.

The total number of State Government employees reported as on 31st March 2007 was31291 out of which 29474 were Non-Gazetted employees and 1817 were Gazetted employees. The respective percentage distribution being 94.19%and 5.81% Gazetted employees. In other words, there was one Gazetted Officer of every 16 Non-Gazetted employees.

Education Department was the single largest establishment with 10067 employees (32.17%) during the year 2006-2007 followed by Health and Family Welfare 4231 (13.52%), Public Works department 4561 (14.58%), Electricity Department 2527(8.08%) and Police Department 2162(6.91%).

The total number of regular employees in Central government establishment as on 31st March 2007 was 4304 out of which 3871(89.94%) were Non-Gazetted and 433(10.06%) were Gazetted. There is one Gazetted Officer for every Nine Non-Gazetted Employees.

The office-wise distribution of Central Government Employees shows that JIPMER has the maximum employment with 2179 employees or (50.63%)of the total employees. The Postal Department had 123 employees, which was 2.86%0f the total employees. Central Public Works Department employed 41 or 0.95%of the total employees. These three Departments accounted for 2343 employees or 54.44% of the total employees.

There were 30 Autonomous Bodies functioning in this Union Territory. They were classified as (a) Statutory Boards, (b) Statutory Authority, (c) Companies, (d) Societies and (e) State Government Autonomous Bodies. During the year 2006-2007 there were 513 employees in Statutory Boards, 72 employees in Statutory Authorities, 5410 employees in Companies, 1039 employees in Societies and 741 employees in State Government Autonomous Bodies.

The Union Territory of Puducherry comprises of five Municipalities and ten Commune Panchayats. Puducherry Region has two Municipalities and five commune Panchyats. Karaikal region has one Municipality and Five commune Panchyats. There is one Municipality each in Mahe and Yanam Region. Municipalities and Commune Panchayats are being administered by respective commissioners under the control of Special Officers.

The total number of employees working in the five Municipalities and ten Commune Panchayats as on 31st March 2007 were 2703 of which 2237 (82.76%) were regular employees and 466(17.24%) were non-regular employees.
