Salient Findings 2007-09
The Census reveals that there are 48 State Government Departments, 36 Central Government Offices/43 Autonomous Bodies and 5 Municipalities and 10 Commune Panchayats in this Union Territory.
The list of State/Central Government/Local/Autonomous Bodies employees is given in Annexure I to IV with Gazetted and Non-Gazetted and Regular and Non-Regular categories
The total number of State Government employees reported as on 31st March 2008 was 32917, out of which 30746 were Non-Gazetted employees and 2171 were Gazetted employees. The percentage distribution was 93.40% and 6.60% respectively for Gazetted and non-Gazetted employees. In other words, there was one Gazetted Officer of every 14 Non-Gazetted employees in this sector.
Whereas, for the year 2009 (as on 31st March) the total no. employees was reported as 33298 and this reveals that 381 more employees are employed in the State Government Sector for the year 2008-09. Regarding the percentage distribution, the share of Non-Gazetted employees was 93.25 against the Gazetted employees was 6.75% to the total employees. The ratio of Gazetted and Non-Gazetted employees was the same as previous year i.e 1:14.
Among the State Government Sectors, the Education Department was the single largest establishment with 9505 employees (28.86%) during the year 2007-08, and followed by health and Family Welfare 5093 (15.47%), Public Works department 4894 (14.87%), Electricity Department 2806 (8.52%) and Police Department 3471 (10.54%). The same order was continued for the year 2008-09 also. The Education Department with 9632 employees (28.93%) was first in position and followed by health and Family Welfare 5271 (15.83%), Public Works department 4864 (14.61%), Electricity Department 2820 (8.47%) and Police Department 3676 (11.40%).
In respect of Central Government Employees, the total No. of Regular Employees as on 31st March 2008 was 4139, among 3723 (89.95%) were Non-Gazetted and the remaining 416 (10.05%) were Gazetted. It shows that every nine Non-Gazetted employees has one Gazetted Officer. The office-wise distribution of the employees shows that JIPMER has the maximum employment with 2009 employees (48.54%) which followed by Pondicherry University with 563 employees (13.63%). Next the Postal Department which had 256 employees (6.18%) and by Central Public Works Department which has only 27 employees (0.65%) only.
For the year 2009 the total no. of Regular Employee was 4090 out of which 3647 (89.17%) were Non-Gazetted and 443 (10.83%) were Gazetted. This year also JIPMER has the maximum employee of 1977 (48.34%) of the total employees.
The Pondicherry University comes next with 561 (13.72%) employees and the Postal Department with 246 employees which was 6.01% of the total employees. Then the Central Public Works Department is last in the order, which has only 24 employees and the percentage is just 0.59.
There were 43 Autonomous Bodies functioning in this Union Territory. They were classified as (a) statutory Boards, (b) Statutory Authority, (c) Companies, (d) societies and (e) State Government Autonomous Bodies. During the year 2007-08 there were 526 employees in Statutory Boards, 113 employees in Statutory Authorities, 5733 employees in companies, 2062 employees in Societies and 8434 employees in State Government Autonomous Bodies.
For the year 2008-09 there were 524 employees in Statutory Boards, 106 employees in Statutory Authories,5706 employees in companies,2075 employees in Societies and 8411 employees in State Government Autonomous Bodies.
The Union Territory of Puducherry comprises of five Municipalities and the ten Commune Panchayats. Puducherry Region has two Municipalities and five commune Panchayats. There is one Municipality each to Mahe and Yanam Region. Municipalities and Commune Panchayats are being administered by respective commissioners under the control of Special Officers.
The total number of employees working in the five Municipalities and ten Commune Panchayats as on 31st March 2008 were 2613 of which 2147 (82.16%) were regular employees and 466 (17.84%) were non-regular employees. Whereas for the year 2009 (i.e., as on 31stMarch) the total no. of employees were 2594 of which 2127(82.76%) were regular and 467 (17.24%) were non-regular employees.
